An Act made to provide for the establishment of the Institute of Postgraduate Studies in Agriculture (IPSA)

Whereas it is expedient to establish an institute by the name of Institute of Postgraduate Studies in Agriculture (IPSA) for the dissemination of higher education in agriculture and the promotion of higher education, research and technology with regard to accessory matters connected with agriculture;

Now, therefore, it is enacted as follows:-

1. Short title and commencement.- (1) This Act may be called the Institute of Postgraduate Studies in Agriculture (IPSA) Act, 1994.
(2)It shall be deemed to have come into force on 25th January, 1994/ 2nd Magh, 1400, respectively.

2. Definitions.- Unless there is anything repugnant in the subject or context, in this Act-

a) "ordinance" means ordinance of the Institute;
b) "Institute" means the Institute of Postgraduate Studies in Agriculture (IPSA), Salna, Gazipur;
c) "Authority" means any Authority of the Institute determined by this Act and the Statutes;
d) "Commission" means the University Grants Commission constituted by the University Grants Commission of Bangladesh Order, 1973 (PO No.10 of 1973);
e) "officer" means the officers mentioned in section 6;
f) "Chancellor" means the Chancellor of the Instiute;
g) "Dean" means head of a faculty of the Institute;
h) "regulation" means regulation of the Institute;
i) "head of a department " means the head of any education department of the Institute;
j) "Board" means the Board of Regents of the Institute;
k) "Registrar" means the Registrar of the Institute;
l) "Rector" means the Rector of the Institute;
m) "Council of Education" means the Concil of Education of the Institute;
n) "teacher" means all professors including visiting professors, emeritus professors, associated professors, assistant professors and lecturers of the Institute and any person appointed for the purpose of imparting education;
o) "Statutes" means the Statutes of the Institute.
3. Institute.- (1) In accordance with the provisions of this Act, there shall be established an institute by the name of Institute of Postgraduate Studies in Agriculture in a place called Salna in the district of Gazipur.
(2) There shall be established a body corporate by the name of Institute of Postgraduate Studies in Agriculture consisting of the Chancellor, Rector, Board of Regents and the members of the Council of Education of the Institute.
(3) The Institute shall have perpetual succession and a common seal and it shall, subject to the provisions of this Act, have power to acquire, hold and transfer property, both movable and immovable, and suits may be filed by or against it.

4. Powers of the Institute.- Subject to the provisions of this Act, the Institute shall have the following powers, namely:-

a) to provide for instruction in the various branches of the science of agriculture at a post-graduate degree level including MS and PhD;
b) to adopt programmes for the development of agricultural research and instruction programmes and for the extension of the limits of the science of agriculture;
c) to make curricula and syllabi for the direction of the teaching programmes of the Institute;
d) to admit students to the various courses of the Institute;
e) to provide for instruction and research at the Institute;
f) to develop, expand and implement the teaching, research and outdoor programmes of the Institute in cooperation with national and international agricultural research and development institutions;
g) to confer degrees, diplomas, sanads and honours to such persons as have pursued and finished courses and research work conducted by the Institute;
h) to confer, in particular cases, honorary degrees or other distinctions on persons in accordance with the Statutes;
i) to institute and award, subject to the provisions of the Statutes, fellowships, scholarships, stipends, prizes, medals etc.;
j) to create posts for teachers, officers and employees of the Institute and to make appointments to such posts;
k) to keep contact and to cooperate with such educational and other institutions as are consistent with the purposes of the Institute;
l) to demand and receive such fees as may be charged by the Statutes;
m) to set up and maintain, expand, amalgamate and abolish research centers, laboratories, farms and other such institutions for the purpose of developing agricultural instruction and research;
n) to provide for the exhibitions of agricultural equipments and materials.
5. Commission.- (1) The functions of the Commission shall be as follows:-
a) to ascertain the requirements of the Institute in the field of instruction and to carry out such development planning as may be required on the basis of such ascertainment;
b) to examine the budget and other financial requirements of the Institute and to submit it together with its recommendations to the Government.
(2) The Commission may have the Institute inspected by an expert for the purpose of ascertaining and evaluating the requirements of the Institute with regard to its teaching programmes.
(3) The Commission may have the Institute and its premises, libraries, laboratories, equipments or cooperating institutions and the examinations, teaching and other activities of the Institute inspected by any person and may have any other matter of the Institute investigated in the same way.
(4) The Commission shall give notice to the Institute of every inspection or investigation it intends to carry out and the Institute shall be entitled to be represented at such inspection or investigation.
(5) The Commission shall express its opinion on such inspection or investigation and advise the Institute to take such measures as may be required in this connection and the Institute shall send to the Commission a report of the measures taken by it.
(6) The Institute shall maintain such registers and documents as may be prescribed by the Commission and shall, on demand from the Commission, supply statistics and other kinds of reports and informations.

6. Officers of the Institute.- The Institute shall have the following Authorities, namely:-

a) the Rector;
b) the Treasurer;
c) the Registrar;
d) the Librarian;
e) the Deans;
f) the Heads of Department;
g) the Counsellor of Students;
h) the Provost;
i) the Research Co-ordinator;
j) the Co-ordinator of Outdoor Programmes;
k) the Head of the Technology Office of the Institute;
l) the Head of the Medical Center of the Institute;
m) the Planning and Development Officer;
n) and other officers as may be declared by the Statutes to be officers of the Institute.
7. The Chancellor.- (1) The Head of the Government of the People's Republic of Bangladesh shall be the Chancellor of the Institute and shall preside at the convocations for award of all the degrees of the Institute:
Provided that the Chancellor may nominate any other person to preside at a convocation.
(2) The Chancellor shall have such powers as may be conferred on him by this Act and the Statutes.
(3) The Chancellor may cause the investigation of any occurrence at the Institute and shall send a report of the investigation to the Board and the Board shall, on receipt of the report, take such measures as may be required by the matter concerned.
(4) If the Chancellor is of the opinion that unusual circumstances exist which may seriously obstruct the normal functioning of the Institute, he may pass such directions and orders as may be required to maintain the normal functioning of the Institute, and the authorities, teachers, officers and employees of the Institute shall be bound to comply with such directions and orders, and the Rector shall give effect to such directions and orders.

8. The Rector.- (1) The Chancellor shall appoint an educationalist for a period of four years to the office of the Rector, and the Rector shall be considered eligible for reappointment for a further period.
(2) Notwithstanding anything contained in sub-section (1), the Rector shall hold his office subject to the satisfaction of the Chancellor.
(3) Where any vacancy in the office of the Rector occurs by reson of leave, illness or any other cause, the Chancellor shall make such arrangements for carrying on the office of the Rector as he may think fit.

9. Powers and duties of the Rector.- (1) The Rector shall be a wholetime principal academic and executive officer of the Institute.
(2) The Rector may, on prior approval of the Board, appoint the teachers, other officers and employees of the Institute and take disciplinary measures against them.
(3) The Rector shall exercise general control over the teachers, officers and employees of the Institute.
(4) the Rector shall be responsible for maintaining discipline at the Institute in accordance with this Act and the Statutes.
(5) In the case of any emergency requiring in the opinion of the Rector immediate action, the Rector may take such action and shall, as fast as possible, report his action to the authority which, in the ordinary course, would have dealt with the matter.
(6) The Rector may, with the approval of the Board, delegate such of his powers and duties as he may think necessary to such officer of the Institute as he may think fit.
(7) The Rector shall exercise such other powers as are prescribed by the Statutes and the Regulations.

10. The Treasurer.- (1) The Chancellor may, on such terms and conditions and for such period as he may determine, appoint a Treasurer.
(2) The Treasurer shall be an honorary officer, but he shall receive such honorarium from the funds of the Institute as the Chancellor may determine.
(3) Where any temporary vacancy in the office of the Treasurer occurs by reason of leave, illness or any other cause, the Rector shall forthwith report the same to the Chancellor who shall make such arrangements for carrying on the office of the Treasurer as he may think fit.
(4) The Treasurer shall exercise general supervision over the funds of the Institute and shall give advice with regard to its financial policy.
(5) The Treasurer shall, subject to the control of the Board, administer the property and investments of the Institute and shall be responsible for the presentation of the annual budget and statement of accounts.
(6) The Treasurer shall be responsible for seeing to it that the money is expended on the purposes for which it had been granted or allotted.
(7) All financial contracts shall be signed by the Treasurer on behalf of the Institute.
(8) The Treasurer shall exercise such other powers as may be prescribed by the Statutes.

11. The Registrar.- The Registrar shall be a residential officer of the Institute and shall-

a) be the custodian of the documents and the common seal of the Institute and shall take care of all other properties of the Institute put under his custody by the Board;
b) generally receive and dispach the office letters of the Institute;
c) act as Secretary of the Board, Academic Council, Board of Studies and such other Authority as may be determined by the Rector;
d) take care of all confidential reports put under his custody by the Rector;
e) perform such other duties as are assigned to him by the Board and the Rector.
12. Appointment of other officers.- All officers the manner of whose appointment has not been provided for in this Act anywhere else shall be appointed by the Board in the manner prescribed by the Statutes.

13. Authorities of the Institute.- The Institute shall have the following Authorities, namely:-

a) the Board of Regents;
b) the Academic Council;
c) the Board of Studies;
d) the Finance Committee;
e) the Planning and Development Committee;
f) the Curriculum Committee;
g) the Discipline Committee;
h) the Selection Committee;
i) other Authorities established in accordance with the Statutes.
14. The Board of Regents.- (1) The Board of Regents shall consist of the following members, namely:-
a) the Rector of the Institute, who shall also be its Chairman;
b) the Vice-Chancellor of the University of Agriculture;
c) one Vice-Chancellor of another university to be nominated by the Commission;
d) one officer, being in rank no less than a Joint Secretary, of the Ministry or Department of Agriculture to be nominated by the Government;
e) one officer, being in rank no less than a Joint Secretary, of the Ministry or Department of Education to be nominated by the Government;
f) one officer, being in rank no less than a Joint Secretary, of the Ministry or Department of Finance to be nominated by the Government;
g) the Deputy Chairman of the Agriculture Research Council of Bangladesh;
h) the Head of Department of the Planning Commission;
i) the Director-General of the Agriculture Research Institute of Bangladesh;
j) the Director-general of the Paddy Research Institute of Bangladesh;
k) the Director-General of the Office of Agriculture Expansion;
l) all the Deans of the Institute;
m) two well-known experts in agricultural instruction or agriculture to be nominated by the Government;
n) one representative of the teachers to be nominated by the Academic Council from among the teachers;
o) one Principal of the Agriculture Colleges to be nominated by the Chancellor;
p) one Member of the National Assembly to be nominated by the Government.
(2) Every nominated member of the Board shall hold office for a term of three years:
Provided that, notwithstanding the expiry of the term of their office, they shall continue in office until their successors assume their charges:
Provided further that they shall hold office as members of the Board so long as they continue to hold the office from which they have been nominated members of the Board.
(3) There shall be held at least one meeting of the Board every three months.

15. Powers and duties of the Board of Regents.- (1) Subject to the provisions of this Act and the Statutes, the Board shall be responsible for the general management of the Institute.
(2) Without prejudice to the provision of sub-section (1), the Board-

a) may formulate policies and take decisions on the administration and the procedures of the Institute;
b) may, if necessary, confer any of its powers on the Rector or any (other) Authority;
c) may grant degrees, sanads, fellowships, prizes, medals etc. to the persons nominated by the Academic Council;
d) may, subject to the budget allotments for the various departments of the Institute, create such teaching and other posts as may be required;
e) may, on prior consent of the Government, provide for the establishment of new departments, faculties, centers etc.;
f) shall consider and approve the annual development planning and budget of the Institute;
g) shall consider and approve the annual budget of the Institute;
h) shall perform such other duties as have been assigned to it by this Act and the Statutes;
i) shall ascertain the financial requirements of the Institute and provide for the collection of the money from various sources;
j) shall make residential arrangements for the students of the Institute by establishing, maintaining and managing hostels;
k) shall regulate the discipline of the students of the Institute and shall provide for their health, general welfare and cultural and social development;
l) shall take such measures as may be requisite in order to further study, progress and development in the various branches of science generally and of the science of agriculture in particular in order to realize the aims of the Institute as an institution of teaching, training, examination and research;
m) shall, on consent of the Government, enter into, and implement, cooperative agreements with national or foreign institutes or institutions in order to receive such financial and technical assistance as may required for the making and realizing of plans for the development of higher education, research and out-door programmes in agriculture and related matters.
16. The Academic Council.- (1) The Academic Council shall consist of the following members, namely:-
a) the Rector, who shall also be its Chairman;
b) all the Deans;
c) all the Heads of the Teaching Departments;
d) all the Professors;
e) the Librarian of the Institute;
f) the Research Co-ordinator;
g) the Co-ordinator of Outdoor Programmes;
h) two representatives from outside of the Institute to be nominated by the Academic Council;
i) the Co-ordinator of the Higher Education and Research Council of the Bangladesh Agriculture University;
j) one Professor from any University other than the Bangladesh Agriculture University to be nominated by the University Grant Commission;
k) one representative from among the Agricultural Research Institutions to be nominated by the Government;
l) one director of the Agriculture Expansion Office to be nominated by the Government;
m) three Assistant Professors to be nominated by the Academic Council, except the Deans and the Heads of the Teaching Departments;
(2) Every person nominated to the Academic Council shall hold office for a period of two years:
Provided that, notwithstanding the expiry of such period, they shall continue in office until their successors assume their charges:
Provided further that they shall hold office as members of the Academic Council so long as they continue to hold the posts from which they have been nominated members of the Academic Council.

17. Powers and duties of the Academic Council.- (1) The Academic Council shall be the principal academic body of the Institute and shall, subject to the provisions of this Act and the Statutes, have the control and superintendence over, and be responsible for, the maintenance of the standards of instruction and examination of the Institute.
(2) Without being prejudicial to the generality of the powers mentioned in sub-section (1), the Academic Council shall have the the following powers, namely:-

a) to advise, and make recommendations to, the Board on the creation of posts of Professors, Associated Professors, Assistant Professors and other teachers of the Institute, their duties and responsabilities and remuneration and allowances;
b) to regulate the institution and conferment of fellowships, scholarships, stipends, prizes, medals etc. and to recommend to the Board the conferment of such fellowships etc. to suitable persons;
c) to make rules for the use of the library of the Institute and to establish a Library Committee for the proper conduct of the library;
d) to institute new teaching subjects in the curriculum of the Institute and to advise the Board on the opening of new educational departments;
e) to submit to the Board proposals for the making of Institute Statutes on educational matters, the method of education and the development of the standard of education;
f) to establish committees for any matters relating to education and to consider and approve the recommendations of the committees;
g) to discharge such other duties relating to education as may be assigned to it by the Board.
18. Board of Studies.- (1) There shall be a Board of Studies for the organization of the teaching and research of every department of the Institute.
(2) The Board of Studies shall be established in the manner prescribed by the Statutes.

19. Finance Committee.- (1) The Finance Committee shall consist of the following members, namely:-

a) the Rector, who shall also be its Chairman;
b) the Treasurer, who shall also be its Member-Secretary;
c) one expert to be nominated by the Chancellor;
d) one expert to be nominated by the Rector;
e) one expert to be nominated by the Academic Council;
f) two finance experts to be nominated by the Board, one of them not being connected with the Institute.
(2) Every nominated member of the Finance Committee shall hold office for a period of two years:
Provided that they shall, notwithstanding the expiry of such period, continue in office until their successors assume their charges.

20. Powers and duties of the Finance Committee.- The Finance Committee shall-

a) supervise the income and expenditure of the Institute;
b) advice the Board on all matters relating to the finances, funds, properties and accounts of the Institute;
c) discharge such other duties as may be prescribed by the Statutes or conferred by the Rector or the Board.
21. Planning and Development Committee.- (1) The Planning and Development Committee of the Institute shall consist of the following members, namely:-
a) the Rector, who shall also be its Chairman;
b) the Planning and Development Officer, who shall also be its Secretary;
c) all the deans;
d) three Heads of Department to be nominated by the Rector;
e) three persons who are not employed at the Institute to be nominated by the Rector, one being a technician, one an architect and one a finance and accounts expert.
(2) Every nominated member of the Planning and Development Committee shall hold office for a period of two years:
Provided that, notwithstanding the expiry of such period, they shall continue in office until their successors assume their charges:
Provided further that they shall hold office as members of the Planning and Development Committee so long as they hold the posts from which they have been nominated members of the Planning and Development Committee.
(3) The Planning and Development Committee shall be the chief planning institution of the Institute and shall prepare its development plans in agreement with the aims of the Institute and shall evaluate the development programmes of the Institute.

22. Curriculum Committee.- There shall be a Curriculum Committee for the teaching subjects to the Institute, and its constitution, powers and functions shall be determined by the Statutes.

23. Discipline Committee.- There shall be a Discipline Committee to the Institute, and the constitution, powers and functions of the said Committee shall be determined by the Statutes and by ordinance.

24. Selection Committee.- (1) There shall be one or more Selection Committees to the Institute for recommending appointments of teachers, officers and employees.
(2) The constitution and functions of the Selection Committees shall be determined by the Statutes.

25. Other Authorities of the Institute. - The constitution, powers and functions of other Authorities declared by the Statutes to be Authorities of the Institute shall be determined by the Statutes.

26. Fund of the Institute.- (1) The Institute shall have a fund with which shall be deposited the following sums, namely:-

a) grants given by the Government;
b) loans given by the Government;
c) tuition fees, examination fees and money from other sources;
d) money from the sale of properties of the Institute;
e) grants given by domestic or foreign institutions;
f) grants given by any institution or person.
(2) The fund shall be used to meet the expenditures of the Institute.
(3) The money deposited with the fund of the Institute shall, subject to the decision of the Board, be deposited with a scheduled bank.
(4) The Institute may invest the money of the fund in any account approved by the Board.

27. Accounts and audit.- (1) The Institute shall maintain its accounts properly and shall prepare annual statements of accounts.
(2) The Rector shall, after consultation with the Auditor-General and Controller of Bangladesh, appoint two chartered accountants for the purpose of auditing the accounts of the Institute.
(3) The chartered accountants appointed under sub-section (2) shall audit the accounts in the manner and to the extent determined by the Auditor-General mentioned in the said sub-section.

28. Statutes.- Subject to the provisions of this Act, the Statutes shall provide for all or any of the following matters, namely:

a) the establishment of the teaching departments, research centers and the centers for outdoor programmes;
b) the determination of the designations, powers, responsabilities and conditions of service of the teachers, officers and employees of the Institute;
c) the setting up, maintenance and management of the training workshops, laboratories for research and outdoor programmes and research farms of the Institute;
d) the setting up and maintenance of the hostels;
e) the manner in which to appoint, promote and reduce the teachers, officers and employees of the Institute;
f) the constitution of a pension, group insurance, benevolent fund and provident fund for the benefit of the teachers, officers and employees of the Institute;
g) the procedure to be observed at the meetings of the Board and the Academic Council and the number of members required to form a quorum at the meetings;
h) all matters which under this Act are to be or may be prescribed by the Statutes.
29. Framing of Statutes.- (1) The Board may make, amend or repeal Statutes.
(2) The Statutes stated in the Schedule shall be the First Statutes of the Institute.
(3) The Academic Council or any other authority of the Institute may propose to the Board the amendment of Statutes and the Board shall consider every such proposal.

30. Institute Ordinances.- Subject to the provisions of this Act and the Statutes, the Institute Ordinances shall provide for all or any of the following matters, namely:-

a) the syllabi of the degree, diploma, certificate and other courses of the Institute;
b) the conditions under which (students) shall be admitted to degree, diploma, certificate and other courses of the Institute, shall be admitted to its various examinations and shall be eligible for degree, diplomas and certificates;
c) the conduct of examinations;
d) the conditions under which to confer fellowships, scholarships, assistantships, medals and prizes;
e) the discipline at the hostels of the students of the Institute;
f) all matters which are to be or may be prescribed by this Act or the Ordinances.
31. Framing of Ordinances.- (1) The Boards may, on recommendations of the Academic Council, make, amend and repeal Ordinances.
(2) Any authority of the Institute may propose amendments of Laws and the Academic Council shall consider every such proposal.

32. Regulations.- The authorities of the Institute may make regulations consistent with this Act and the Statutes (for the following purposes,) namely:-

a) to lay down the procedure to be observed at the meetings of the authorities of the Institute except the Bord and the Academic Council and the number of members required to form a quorum;
b) to provide for all matters which are to be prescribed by the Regulations in accordance with this Act and the Statutes.
(2) The Board may direct the amendment or repeal, in such manner as it may specify, of any Regulation made under this section and the authority concerned shall be bound to comply with such direction.

33. Removal of difficulties.- If any difficulty arises with respect to the functioning of the Institute or in connection with the first meeting of any authority of Institute or in first giving effect to the provisions of this Act, the Chancellor may, at any time before all the authorities of the Institute have been constituted, by order make any appointment or do anything, consistent so far as may be with this Act and the Statutes, which appears to him necessary or expedient for the purpose of removing the difficulty, and every such order shall have effect as if such appointment or action had been made or taken in accordance with the provisions of this Act.

34. Abolishment of the present Institute of Postgraduate Studies in Agriculture, etc. .- (1) Upon establishment of the Institute,-

a) the Institute of Postgraduate Studies in Agriculture (IPSA), Salna, Gajipur, heretoafter referred to as the said Institute, shall be abolished;
b) all assets, rights, powers, authorities and priviledges and all properties, movable and immovable, of the said Institute shall be transferred to the Institute;
c) all debts, liabilities incurred and obligations undertaken by the said Institute before being abolished shall be debts, liabilities and obligations of the Institute;
d) all teachers, officers and employees of the said Institute shall be transferred to the Institute and shall be deemed to be teachers, officers and employees appointed by the Institute and shall hold service under the Institute on the same terms and conditions as were applicable to them before being transferred and shall continue to do so until their terms and conditions are altered by the Institute.

The First Statutes of the Institute







1. Definitions.- Unless there is anything repugnant in the subject or context, in these Statutes "Board", "Authority", "Professor", "Assistant Professor", "Associated Professor", "Lecturer", "officer", "provost" and "hostel" mean respectively Board, Authority, Professor, Assistant Professor, Associated Professor, Lecturer, officer, provost and hostel of the Institute.

2. Board of Studies.- (1) The Board of Studies shall consist of the following members, namely:-

a) the Head of the Department concerned, who shall also be its Chairman;
b) all the teachers of the Department concerned;
c) one expert in the subject concerned from outside the Institute to be nominated by the Rector.
(2) The nominated members of the Board of Studies shall hold office for a period of two years beginning from the date of their nomination:
Provided that they shall, notwithstanding the expiry of such period, continue in office until their successors assume their charges.
(3) The Board of Studies shall-
a) advise the Academic Council on the definition of curricula for instruction at department level;
b) define syllabi in accordance with approved curricula;
c) make recommendations to the Rector regarding the appointment of controllers of research work within the purview of various teaching programmes;
d) recommend to the Academic Council the names of examinors of research treatises, theses and other examinations of the students of the departments;
e) perform such other duties as may be conferred to it by the Board or the Academic Council.
3. Curriculum Committee.- (1) Every Curriculum Committee shall consist of the following members, namely:-
a) the Rector, who shall also be its Chairman;
b) all the Deans;
c) all the Heads of Department;
d) all the Professors;
e) the Co-ordinator of Higher Education, Bangladesh Agriculture University;
f) the Registrar, who shall also be its Secretary.
(2) Every nominated member of the Committee shall hold office for a period of two years:
Provided that they shall, notwithstanding the expiry of such period, continue in office until their successors assume their charges:
Provided further that they shall continue to be members of the Committe so long as they hold the post from which they have been nominated members of the Committee.
(3) The Curriculum Committee shall have the following functions, namely:-
a) to make recommendations to the Academic Council regarding the definition of curricula for various schemes of study;
b) to collect opinions on the existing curricula and to make recommendations to the Academic Council regarding the inclusion of new subjects in such curricula;
c) to perform such other related duties as may be conferred to it by the Board or the Academic Council.
4. Discipline Committee.- (1) The Discipline Committee shall consist of the following members, namely:-
a) the Rector, who shall also be its Chairman;
b) the Counsellor of Students, who shall also be its Secretary;
c) two Deans to be nominated by the Rector on a rotational basis;
d) one provost to be nominated by the Rector;
e) one Professor to be nominated by the Academic Council;
f) one Head of Department to be nominated by the Rector;
g) two peresons to be nominated by the Board, one of them being a lawyer.
(2) Every nominated member of the Discipline Committee shall hold office for a period of two years:
Provided that they shall, notwithstanding the expiry of such period, continue in office until their successors assume their charges: Provided further that they shall continue to be members of the Committee so long as they hold the posts from which they have been nominated members of the Committee.

5. Selection Committee.- (1) There shall be such Selection Committee as may be required for recommending the appointment of teachers and officers of the Institute.
(2) The Selection Committee for appointment of Professors and Associate Professors shall consist of the following members, namely:-

a) the Rector, who shall also be its Chairman;
b) two persons to be nominated by the Commission;
c) three persons to be nominated by the Board, at least one of them not being connected with the Institute;
d) three experts, not being connected with the Institute, to be nominated by the Chancellor.
(3) The Selection Committee for appointment of Assistant Professors and lecturers shall consist of the following members, namely:-
a) the Rector, who shall also be its Chairman;
b) two persons to be nominated by the Commission;
c) three persons to be nominated by the Board, at least one of them not being connected with the Institute;
d) the Deans concerned.
(4) The Selection Committee for appointment of officers shall consist of the following members, namely:-
a) the Rector, who shall also be its Chairman;
b) one person to be nominated by the Commission;
c) one person to be nominated by the Board;
d) one Dean to be nominated by the Rector;
e) one person to be nominated by the Academic Council.
(5) Every nominated member of a Selection Committee shall hold office for a period of two years:
Provided that they shall, notwithstanding the expiry of such period, continue in office until their successors assume their charges:
Provided further that they shall continue to be members of a Committee so long as they hold the posts from which they have been nominated members of the Committee.
(6) If the Board does not agree with a recommendation of a Selection Committee, the matter shall be submitted for final decision to the Chancellor.

6. Quorum of the meetings of authorities.- Unless the quorum of the meetings of an authority has been determined otherwise, the quorum of the meetings of every Authority shall be formed by the presence of one third of its total membership and in this connection every fraction shall be deemed to be a full number.

7. Dean.- (1) The Dean shall be the executive officer of the Faculty concerned with respect to its teaching programmes.
(2) The Rector shall, on consent of the Board, appoint the Dean from amongst the Professors of the Faculty concerned for a period of two years:
Provided that, where there exists no Professor at a Faculty, the Rector shall, on prior consent of the Board, confer the power to act as a Dean for such Faculty to such Professor of any other Faculty as he thinks fit.
(3) No Dean shall be eligible for appointment for two subsequent terms of office:
Provided that the provision of this sub-section shall not apply in the case of a Faculty at which exists only one Professor.
(4) Where any vacancy in the office of a Dean occurs by reason of leave or illness, the Rector shall make adequate arrangements for carrying on the office of the Dean.
(5) The Dean shall be entitled to be present at, and to participate in the proceedings of, any meeting of any Committee connected with teaching, but shall not be entitled to vote thereat, unless he is a member of the Committee.

8. Head of Department.- (1) There shall be one Head of Department to each teaching department.
(2) The Rector shall appoint the Head of Department from amongst the Professors and Associate Professors of the department on the basis of seniority for a period of two years.
(3) No person shall be reeligible as Head of Department for two succeding terms of office.
(4) The Head of Department shall ensure all arrangements for the teaching programmes of the department concerned and shall in all such matters be responsible to the Dean.

9. Duties and responsibilities of the teachers of the Institute.- The teachers of the Institute shall-

a) impart instruction to the students by means of various teaching methods and teaching aids;
b) carry out research work and supervise the research work of students carried out for scientific treatises;
c) advise the students on various development works and supervise the works of the students carried out in addition to the curriculum;
d) prepare teaching programmes, take and conduct eexaminations and perform other duties relating to teaching;
e) perform such other duties and fulfil such other responsibilities as may be assigned to them by the Statutes or conferred to them by the Rector, the Dean and the Head of Department.
10. Provost.- (1) There shall be one Provost to each hostel.
(2) The Rector shall, subject to the approval of the Board, appoint the Provost.
(3) The Provost shall perform such duties as may be prescribed by Regulations and determined by the Board.

11.- Repeal and savings.- (1) The Institute of Postgraduate Studies in Agriculture (IPSA) Ordinance, 1994 (Ordinance No.3, 1994) stands herewith repealed.
(2) Notwithstanding such repeal, any action done or measure taken under the repealed Ordinance shall be deemed to have been done or taken under this Act.
