This is another study on the interrelationship between national economic
growth and the regional allocation of resources (cf. BSAF 42), written
by one of the authors of vol. 6 mentioned above. While vol. 42 was devoted
to the East-West dichotomy in Pakistan (1947 to 1970), this volume takes
up the problem arising from striking disparities within former West Pakistan
(before and after 1971). In order to obtain a more precise picture of
the regional structure, the author calculated six indices of economic
growth by means of the first principal components method and defined 57
different regions (cf. BSAF 6, 42, 45, 67).

This is a study of the nationalist and Marxist elements in the later
writings of Phan-Bôi-Châu (1867-1940), scholar, social philosopher
and revolutionary leader in French Indochina. The author bases his analysis
on documents from French colonial archives and on the original Vietnamese
writings of PhanBôi-Châu.
53 Auswirkungen der Nahrungsmittelhilfe unter P. L. 480 auf den Agrarsektor

[Results of food aid under P. L. 480 on the agricultural sector in India

VI Anhänge [appendices], Literaturverzeichnis [bibliography], pp.
233-237, English summary pp. 238-240.
American food aid to developing countries has sometimes been suspected
of producing negative long-term effects by acting as a disincentive to
indigenous production. In this case-study of India, which received the
highest P.L. 480 shipments in the past, it is argued that, for the period
reviewed (1952 to 1968), each additional unit imported entailed a loss
of domestic production of 0.14857 units. The author based his thesis on
an econometric model developed by him and designed to overcome the insufficiencies
of earlier calculations.

of population], Becken von Khost : Clanverteilung [The Basin of
Khost : Distribution of the clans], Becken von Khost : Nomadenlager [The
Basin of Khost : nomadic camps]
Between 1972 and 1977, the author several times visited the Basin of
Khost, Paktia Province, Eastern Afghanistan, for field research. He collected
114 reports about conflicts (pp. 192-215, 248-287), and discussed the
respective norms of Pashtunwali with members of different clans living
in this area as agriculturalists. After a general description of Khost
Basin (pp. 1-61) and the political organization of Pashtuns (pp. 62-128),
the different concepts of Pashtunwali are discussed in detail (pp. 129-235).
In the final chapter, the relation between Pashtuns and the government
is discussed with a view to the political developments within Afghanistan.
The author concludes that Pashtunwali does not only comprise the regulations
of a tribal law, but all the values and norms shaping the behaviour patterns
of Pashtuns.

The traditional theory of international trade as formulated by Heckscher
and Ohlin, and particularly the factor proportions theorem which purports
to explain the "division of labour" among industrial nations and developing
countries have of late been severely criticised. The author examines this
theorem on the basis of statistical material from three countries with
widely differing trade policies - Singapore, West Malaysia and Pakistan
- and argues that the theorem appears to be valid for Singapore and West
Malaysia, whereas the empirical test is much less convincing as far as
Pakistan is concerned.

passages of two astrological Sanskrit texts, the vidymdhavyam and
the srval.
58 Nal Mlamum Kakaittampir Uraiyum / ed. by Ayyadurai Dhamotharan.
- 1980. XXVIII, 246 p. ISBN 3-515-03284-3
Nal is a well-known Tamil grammar written in the medieval period by the
Jaina saint Pavanati. Though there are several old commentaries, this
is the first Kikaiyurai written by Kakaittampir on this text. The commentary
which was widely believed to be lost, is published for the first time
on the basis of a paper manuscript available at the British Library, London.

The author argues that, given the aim of complete independence which
was adopted by the majority of Indian nationalists in the late 1920s,
British attempts "to keep a contented India within the Empire" were an
art of the impossible. British statesmen, however, clung to the policy
of appeasement because, after the Irish precedent, the alternative, i.e.
costly and long drawnout repression, had become unacceptable in Britain
itself. Moreover, wishful thinking, which was characteristic of appeasement,
could look upon Gandhi as a partner for compromise since the undisputed
leader of "political India" was as flexible in his methods as he proved
unyielding in his aims.

The most important part of this first translation of part III, book VIII
of Bharthari's famous "treatise" is to describe the more general linguistic
and philosophical ideas discussed in the text. The method and terminology
applied to this subject by the author follow largely Hegel's "Logik",
resp. the concepts of German idealism - the only Western philosophy (and
language) to represent an adequate counterpart to classical Indian thought.

This publication concentrates on the Knpha sect in Nepal. In the first
chapter, the main centres of the sect all over Nepal are discussed in
terms of historical development and mythology. The remaining part of the
book deals with the Kathmandu Valley. Collecting data from inscriptions,
Ghuti-documents and mythological sources, the author tries to reconstruct
the origin and growth of the sect in Nepal.

This thesis is based on empirical data which were collected in 1973/74
during a field trip to Kanpur in Uttar Pradesh, India. The author did
a survey of a slum called Maheshganj ahata, which was inhabited
by untouchable industrial workers and white collar workers, the latter
mostly belonging to the upper castes. The untouchable labourers were Jaisvara
Chamar from Eastern Uttar Pradesh. Louis Dumont's caste theory and Karl
Marx's historical materialism both served as theoretical starting points
for the research on caste and class loyalties of Maheshganj's inhabitants.
The process of industrialization and development of the trade union movement
in Kanpur are described in the introductory chapter. Family structure,
political orientation and conflict and the veneration of the saints Shiv
Narain and Sant Ravidas served as an example of the main thesis, i.e.
that the behavioural pattern and the belief system of Maheshganj's inhabitants
are governed by caste and class norms alike. The author comes to the conclusion
that the contradiction between two opposing theoretical approaches can
only be solved by reference to India's philosophical monism.
65 Tamang ritual texts 1 : preliminary studies in the folk-religion
of an ethnic minority in Nepal / by András Höfer. -
1981. 184 p. ISBN 3-515-03585-0
This volume analyzes five oral ritual texts (on exorcism, hunting rituals,
the cult of the tutelary deities of a Tamang clan). Each recitation is
interpreted in the context of the ceremony; the translation of the original
in transcription is followed by a glossary explaining some specific concepts
and ritual techniques. An introductory part outlines the general setting:
the history of the group dealt with, the non-Buddhist pantheon, the ritual
specialists, etc.
67 Towards reducing the dependence on capital imports : a planning
model for Pakistan's policy of self-reliance / by Heinz Ahrens and
Wolfgang-Peter Zingel. With a contribution by Syed Nawab Haider
Naqvi. - 1982. XVI, 337 p. ISBN 3-515-03853-1
84 tables in the text, 5 tables in Appendix A, 19 tables in Appendix
B, 10 figures in the text, bibliography pp. 331-337.
Self-reliance had been a major target of the Pakistan Government throughout
the seventies, but with little success. The possibilities and implications
of alternative strategies aimed at reducing the dependence on (net) capital
imports are analyzed with the help of a dynamic linear input-output model.

This study analyzes the efforts of the Association of Southeast Asian
Nations with a view to regional integration. Crucial points of the research
are questions regarding their policy of industrialization, the changes
of industrial co-operation, and the present need for the integration of
the ASEAN countries into the world economy.

This is a case study of South-South relations with special reference
to India's influence on her smaller neighbours, Nepal and Sri Lanka. India's
role in providing development aid and technical assistance to other Third
World countries is also discussed in this thesis.
70 Grundbedürfnisse als Gegenstand der Entwicklungspolitik

as an object of development policy : interdisciplinary aspects of the
basic needs strategy] / Norbert Wagner und [and] Hans Christoph
Rieger (Hrsg. [eds.]). - 1982. VIII, 220 p.
ISBN 3-515-03838-8
The struggle against absolute poverty and the fulfilment of human basic
needs are crucial goals of development policy - both on national and international
levels. But, as rather common in politics, widespread unanimity concerning
goals goes hand in hand with disputes regarding the appropriate strategies
to attain these goals.

This study analyzes the patterns of peasant desertions and inter-rural
migrations with their problems and economic implications during early
British rule in Bengal (1770 to 1830). The Famine of 1770, when more than
two thirds of the population perished, was taken as the starting point
for the study of desertions in this region and has been compared with
the peasant desertions initiated in medieval Europe after the Black Death.
The comparison reveals that, unlike in Europe, the long-term effects of
peasant desertions in Bengal were primarily negative and resulted from
exploitative colonial policies, which affected all sectors of the economy.
Here, attempts have been made to show how the phenomenon of peasant desertions,
permanent and temporary, of a long- and short-term nature, aggravated
class differences amongst the peasantry by creating a new balance of power
in the traditional agrarian structure. In Bengal, peasant desertions took
place primarily in order to escape the pressures of the revenue collector
and were often used as a trick to cheat the colonial masters whose policies
caused an increase of the landless peasantry and sharecroppers, who sought
to escape from extreme rural poverty through unprofitable inter-rural
migrations.

Nunheim's thesis is focussed on the parish of Sikka / Flores (Indonesia).
The theoretical framework follows the tradition of political anthropology,
more especially that of Balandier. His empirical approach centres around
power structures in connection with certain élites within Sikka
society. Methodologically, he determines power by reputation and decision
processes. The quantitative research through structured interviews tries
to identify local élites and associated segmentarian power structures
for specified processes of decision making.

During the period from Independence to 1967, the Dravidian movements
in Madras State (later : Tamil Nadu) gained increasing significance, culminating
in the electoral victory of D.M.K. (Tirvita Murak Kaakam = Dravidian Progress
Movement) in 1967. This thesis deals with the diverse Dravidian movements
as well as with the development of their programmes and ideas based on
the writings and speeches by the respective founders and leaders. Linguistic
problems and questions arising thereof are of special importance in the
ideology of these movements. These developments are seen in relation to
the general discussion of nationalism and the question whether they have
to be regarded as being "national" or "nationalistic". Finally, they are
compared with similar movements in Jaffna and Malaysia.

This study presents aspects of change in the Indian village which was
to be achieved through land reforms with economic and political goals.
The authoress shows the economic and social consequences resulting from
an imposition of ceilings and the redistribution of land. She also includes
the Dowry Prohibition Act which was meant as a tool to regulate the economic
aspects of traditional marriage patterns and which proved to be ineffective.
Marriage has become a matter of financial competition : The bridegroom's
education becomes the standard for determining the dowry. The effects
towards making village administration more democratic by eliminating the
existing patterns ofauthority and the consequences thereof are discussed,
too. Finally, the authoress looks into village development programmes
not included in the Five Year Plans.

The systems of classification among some 50 million "Scheduled Tribes"
and "Scheduled Castes" in the hilly areas of Middle India have been largely
ignored by ethnography. The present study compares them with classifications
of sacred space in the coastal region of Orissa to point out the idea
of "dual sovereignty" (Needham) as the principle of both.

M. Derrett / Edited by Günther-Dietz Sontheimer and Parameswara
Kota Aithal. - 1982. XI, 463 p. ISBN 3-515-03748-9
Various scholars from India and the West have joined to felicitate Professor
J. Duncan M. Derrett who has contributed substantially to our knowledge
of India. The volume brings together studies on history, classical Indian
law (dharmastra), modern Hindu law, and contributions on society,
religion and law under the common denominator "Indology and Law". The
increasing interest in problems of the plural legal systems of South Asia
and their social, religious and philosophical implications is evident
in this volume.

This study begins with three graphs illustrating the systematic structure
of the Nyya-Vaieika philosophical system. The first three chapters
deal with the facts underlying the processes of the origins including
their causalities. These processes and their causalities are then critically
discussed; here, certain recurring structures can be seen. The author
points to contradictions inherent in the system, sometimes being the result
of the system's axiomatic theory if applied unrestrictedly. The translation
of the texts in the appendix also includes that on the theory of origins.
79 Cheap lives and dear limbs : the British transformation

pp. 137 to 138, Appendix III : A note on legislation and on legislative
sources p. 139, abbreviations p. 140.
The British were at first reluctant to interfere with criminal law and
administration in Bengal. In 1790, however, legislation started. By 1817,
it had not only brought the administration of criminal justice under British
control, but had also replaced the basic principles of the Islamic law
and most of its punishments by the principles and laws of European origin.
Its main aim was to secure law and order. Punishments became more severe,
while, at the same time, penalties that were shocking to British feelings,
especially mutilation, were abolished. The forfeiture of life became more
frequent, but the forfeiture of limbs was no longer acceptable.

This book deals with the magic religious rites (brata) which are
mostly extinct nowadays among women in rural Bengal. During the ceremonies,
the site is ritually cleansed through drawings on the floor (lpan).
Twenty-three different bratas are examined from different points
of view and ordered according to specific characteristics. Almost any
lpan in these rites is related within a certain symbolism to the
aim of the rites or to the act itself. lpans used during family
festivities are also presented in this book. Finally, floor drawings developed
in the Tgore School in Santiniketan bearing no relation to certain rites
are compared with lpans closely related to bratas.

pp. 369-378, subject and name index pp. 379-386.
This book contains both charts of normal Mo, of its variants as well
as vocabularies of administrative terms not found in Molesworth's dictionary.
The author presents a clearer picture of the development of the New Indo-Aryan
language, viz. Marh, as it was used in the otherwise Dravidian kingdom
of Tanjore. Marh was the language of the Tanjore court from 1674 to 1855
A.D., and the material presented here covers two thirds of that period,
namely from 1725 to 1844 A.D. It is for the first time that any such extensive
source material in Tanjore Marh has been published. It will become clear
that the development of Tanjore Marh was closely linked to the position
and power of the Marha kings of Tanjore. Finally, it is for the first
time that source material on the history of one of the small colonial
powers in India has been published; Tranquebar was under Danish administration
for 225 years (1620-1845) and the documents reviewed cover the development
of Indo-Danish relations during the second half of that period.

This study gives a comprehensive description of Thai agriculture, agricultural
production, rural institutions and agrarian development during the period
from 1963 to 1978. The present land tenure system is depicted as being
the result of the historical development which began in 1855 with the
Bowring Treaty and the abolishment of slavery and serfdom shortly afterwards.
The development of railway transportation in the country, an administrative
reform, a liberal economic policy, a new land law and many other reforms
set the legal and institutional framework for agricultural development
in the 20th century in which, so far, the population has increased more
than sixfold. Thailand's agriculture has reached a turning point : The
agricultural area can no more be enlarged, but it must, nevertheless,
continue to absorb the annually growing surplus of labourers who cannot
find any job in the secondary or tertiary sector.

Although an island, Ceylon cannot be regarded an ideal location for fishing
industries. The author has studied the conditions prevailing in northern
Ceylon and summarizes his results for the different fishing centres in
"fishery calendars" demonstrating the dependence of the fishing industry
on annual monsoons. The island of Mannar northwest of Ceylon proves to
be a model case : The coastal regions preferred resp. neglected by the
fishermen are separated by those 5 kms only which make up the width of
the island. Finally, the author discusses the position of the fishing
industry within the overall economy of Ceylon on the basis of his findings
in the north.

This book deals with the socio-political and paedagogical attitude of
Thai students of education in their 1974 conflict between "tradition"
and "progress". It becomes clear that the concepts of society and traditional
values are deeply rooted in a general social orientation. In Thailand,
the problem of opposition to established authorities which has been a
major stimulus for social change in the West, presents itself in a completely
different way. The author points out the differences between the "traditional"
and "modern" concepts of education and analyses subjects such as equality
of chances, contents of the curricula, methods of education and the relationship
between teachers and pupils. The possibilities and limits of a transfer
of socio-political ideas are also described.

This ethnographic study on a peripheral region of the Shina-speakers
in North Pakistan presents a description of the chronology and the calender
system, of the passage rites and house construction and concentrates on
the traditional worldview of the Shina-speakers within the tense sphere
between niril and kul, the upper and the lower realms. The
author reconstructs the central position of the shaman and its decline
through the spread of Islam. Then the interaction between traditional
religion and Islam is described. The appendices contain both shamanic
and family songs, transcribed and translated by the author.

During the 19th century, Indonesia experienced fundamental changes, set
off by the increasing colonial presence of the Dutch, the world-wide Islamic
revival and internal social factors. This study describes the development
of Islam in West Sumatra. After the radical reformatory attempts by the
Padri, which triggered off the resistance of the élite and the
Dutch intervention, the Naqshbandiyya Brotherhood, since 1850, succeeded
in propagating an orthodox version of Islamic mysticism. This mysticism
proved to be very attractive to the new élite, grown in the shadow
of colonial power, since it helped to decrease the differences between
the local population and the colonial masters. At the same time, the Minangkabau
Muslims came out of their marginal position within Islam and became true
members of umma. The author depicts both the sociological and theological
differences between individual brotherhoods in West Sumatra and the Dutch
attitude towards orthodox and mystic Islam. Since religious development
cannot be understood without considering economic development and vice
versa, the development of the compulsory cultivation of coffee and the
consequences thereof are also examined. The book concludes with a description
of the tax rebellion of 1908.

The Malayan peninsula was ruled successively by three European nations
: Portugal (Estado da India), the Netherlands (Verenigde Oostindische
Compagnie), and England (East India Company). The author presents
an economic and historical interpretation of this period in Malayan history.
The description of the political and military courses of action is taken
as the empirical basis for a theoretical analysis, which understands history
as being the result of the interaction between individual decisions and
possibilities. The present study mainly examines the motives, interests
and competence of the Malayan feudal aristocracy, the feudal farmers,
the Asian traders and European colonial masters living within an environment
characterized by property rights and socio-cultural norms.

Portraiture as the lifelike recognizable depiction of a living person
was introduced to India by the Moghuls. Neither Persian Islamic art nor
classical Hindu art knew portraiture : Islam forbade the depiction of
human beings, and por-traits of kings in classical Hindu art are rather
images of the conception of an ideal king having nothing to do with the
actual appearance of historical persons. Emperor Jahangir (1605-1627)
- stimulated by European examples - developed a marked preference for
portraits. He had albums made, containing portraits of all his courtiers
- in standardized poses but with individual features. The Rajput princes
did not only adopt the examples set by the imperial court but often also
lured painters from the Moghuls to their own court ateliers. These artists
used to leave the Moghul court whenever a new emperor came into power.
With the rise of the Krishna-cult of the Vallabhacharya sect at the end
of the 18th century A.D., the style of portraiture changed. Lord Krishna's
beauty and his consort Radha's loveliness were extolled in numerous poems
and songs and illustrated in paintings. Portraits were idealized : large
lotus-shaped eyes, elegantly curved eyebrows and decorative ornaments,
such as curly hair, became more important than a characteristic feature.
After 1860 A.D., the influence of European oil painting and photography
increased and, finally, traditional portraiture gradually disappeared.

to the independence of Bangladesh in 1971. He now takes up the history
of the newly founded state and presents a comprehensive account of the
first fateful years in which Bangladesh was ruled by Sheikh Mujibur Rahman
and his Awami League. The author puts emphasis on institutional developments,
providing information on little known legal and administrative details.
In conclusion, from personal knowledge and involvement, he presents a
character portrait of Sheikh Mujib and an assessment of his historical
role.

This book describes the political behaviour of different Sikh parties
within the Indian national movement during the final phase of the Indian
struggle for freedom, and their cooperation resp. non-cooperation with
the representatives of the Hindus and Muslims, and the resulting influence
on Independence in 1947. The historical development of Sikhism has been
dealt with in order to clearly depict the transition from a religious
to a political community. The 1936 elections in Panjab, on the basis of
the 1935 law on the Indian government, induced the Sikhs to found new
Sikh parties. The author discusses politics in Panjab during the period
from 1935 to 1947, Indian participation in World War II after Britain's
entry into the war, as well as both the Muslims' and the Sikhs' demand
for separate independent states.

This study deals with the description and interpretation of ideology
concepts in Punjab (Pakistan) - male-female, individual-collective, legal
norms-sensuality - which are structurally analyzed on the basis of a Panjabi
epic poem. A breakdown of the spatial code demonstrates the anti-thetic
conception of the nature of men and women; they complement each other
through characteristics in the oppositional semantic field thus enabling
a transgression of boundaries. The ideological contents of the kinship
code centres around the category of the brother who turns out to be the
worldly protector of the norm. The religious exaggeration of categories
such as individual and collective are discussed with regard to Durkheim's
theses. The symbolism of the heroes is analyzed and the text itself is
then confirmed as a sociological charter.
96 Dialectics and dream : an evaluation of Bishnu Dey's poetry

glossary of non-English terms pp. 268-269, glossary of Indian terms pp.
270 to 273.
For the first time, the writings of a modern Indian lyricist are analyzed
with regard to the principles and postulates of neo-Marxist aesthetics.
This study adroitly and critically covers two spheres : the literary theories
of Adorno, Goldmann, della Volpe, Marcuse and the creativity of Bishnu
Dey, next to Tagore, one of the most important poets of Bengal. The author
presents a dialogue between critique and creativity and a comparative
study of literature.

This book presents the first comprehensive description of a cult spread
all over India, The worship of ants, termites and termite hills has been
analyzed on the basis of both primary and secondary literature, demonstrating
that the worship applies to all major fields of life. Numerous examples
show the different aspects of the cult, its embedment in mythology and
its significance for the spiritual and religious life of the population.
The author pays special attention to the symbolism of certain recurring
motives emphasized by recourse to parallel phenomena in other religions
and cultures.

The author analyses the religious policy in British India from 1793 to
1813. In the centre of the study, the twenty year long efforts of the
Protestant "Clapham Sect" towards establishing Christian missionary activities
in India, are described as well as the dispute over the British administration
of the Jagannth Temple in Orissa. Here, the contrast between the political
aims of the missionary movement and the traditionalistic policy of the
East India Company are described with regard to the different interest
groups, the public and parliament.

This book deals with land grants and several aspects of state formation
in early medieval Bengal in the period covering the 5th to the 13th centuries
: geographical reasons for the fragmentation of early political power;
spread of royal control through land grants to Brahmins, temples and Buddhist
monasteries; control and resistance by allodial princes. On the basis
of a detailed comparative examination of a Bengal and an Ottonian land
grant, the author points out the limited applicability of the concept
of feudalism to early medieval history.
100 Vijayanagara : city and empire : new currents of research
/ edited by Anna Libera Dallapiccola in collaboration with Stephanie
Zingel-Avé Lallemant. - 1985. ISBN 3-515-04554-6
Vol.1. Texts. - XIII, 439 p., index pp. 403-439.
Vol.2. Reference and documentation. - X, 221 p.
These two volumes are the output of the international conference on "The
kingdom of Vijayanagar" held at Heidelberg from July 12th to 16th, 1983.
The aim of the conference was to take stock of current research on Vijayanagara
since the memorable sexcentenary meeting at Dharwad, 1936. The amount
of material collected in the last few years, especially thanks to the
work of the Department of Archaeology and Museums of the State of Karnataka,
the Archaeological Survey of India and, last but not least, to the volunteers'
team headed by Drs. J. Fritz and G. Michell, constitutes the hard core
of factual evidence around which the papers presented revolve. The new
discoveries at the site were an incentive to re-think the purport of this
most important period of Indian history and culture, all too often dismissed
as "decadent". The new finds and the thought-provoking comments of the
experts usher in a new era in the long neglected Vijayanagara Studies.
The value of the book is enhanced by the rich documentation material collected
in the second volume and a comprehensive index.
